10. ADOPTION OF THE RESOLUTION RECOGNIZING THE 1994 PASSAGE OF THE AFRICAN AMERICAN HISTORY REQUIRED INSTRUCTION
Description

Florida Statute 1003.42, Required Instruction, states that members of the instructional staff of the public schools shall teach efficiently and faithfully, using the books and materials required that meet the highest standards for professionalism and historic accuracy, the history of African Americans, including the history of African peoples before the political conflicts that led to the development of slavery, the passage to America, the enslavement experience, abolition, and the contributions of African Americans to society.  Instructional materials shall include the contributions of African Americans to American society.

The Florida School Board Association (FSBA) has drafted a resolution in recognition of this law and requests that school boards endorse the missions and goals of the African American History Task Force.

11. APPROVAL OF THE AMENDMENT TO THE CHARTER CONTRACT BETWEEN THE STUDENT LEADERSHIP ACADEMY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The amendment to the charter contract reflects a modification to the open enrollment application deadline to end on March 31 of each year rather than May 30 and to establish a second enrollment period from April 1 to May 30 of each year.

16. APPROVAL TO RENEW THE AGREEMENT BETWEEN COMCAST AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement provides that Comcast will maintain, repair and replace fiber for networking services for The School Board of Sarasota County, Florida, Sarasota County and the City of Sarasota.  The School Board of Sarasota County, Florida is taking advantage of the 5-year renewal of the original contract dated September 2010, retroactive to March 2009.

17. APPROVAL OF STANDARD AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA AND "UNIVERSITY"
Description
This Affiliation Agreement will be provided to a UNIVERSITY interested in placing undergraduate interns for a clinical education experience.  The purpose of this Sarasota County Affiliation Agreement is to provide consistency in defining the roles and responsibilities of both parties.  This one agreement will be used for all UNIVERSITY partnerships.

18. APPROVAL OF DISTRICT PROCEDURES FOR THE APPROVAL OF THE SARASOTA COUNTY AFFILIATION AGREEMENT WITH AN INDIVIDUAL UNIVERSITY
Description
District procedures shall prescribe the requirements and the process to be followed to enter into an agreement with a UNIVERSITY requesting a clinical education experience for their undergraduate interns.  The district procedure stipulates the use of the standard Sarasota County Affiliation Agreement and authorizes the superintendent's designee to accept or decline the partnership based on the Sarasota County Affiliation Agreement.

19. APPROVAL OF AGREEMENT BETWEEN C2 COLLABORATIVE AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA FOR PROFESSIONAL DEVELOPMENT
Description
The C2 Collaborative, Center for College and Career Readiness, agreement will provide professional development services to support our school leaders and teachers in implementing the new Florida Standards at deep levels of cognition.  This work builds on the content learned during the summer leadership institute and enhances the district's current professional development program.  Services include monthly sessions with school leaders, multiple webinars for teachers with follow-up activities and the provision of curriculum resources, many of which will be embedded into the district's Instructional Focus Guides.  This C2 Collaborative agreement for services and deliverables not to exceed $77,050.00 is grant funded.   

Recommendation

GRANTS

20. APPROVAL OF THE ST AUGUSTINE FIELD TRIP GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR VENICE ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $5,000 will allow Venice Elementary fourth grade students to visit historic sites in St. Augustine, FL which connect to their Social Studies learning.

Recommendation

21. APPROVAL OF THE DIGITAL CLASSROOMS PLAN GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description

NON-COMPETITIVE: Funds of $584,171 will boost technology infrastructure to support digital learning in all district schools, including charter schools.  Professional development, digital tools and online assessments also will be supported.



Recommendation

22. APPROVAL OF THE PAINTING THE PLANETS GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR LAUREL NOKOMIS SCHOOL
Description
COMPETITIVE: Grant funds of $2,950 will support an arts-integrated lesson featuring a visiting artist who will work with Laurel Nokomis students to add illustrations to solar system research reports.

23. APPROVAL OF THE HUMANS AND DOLPHINS GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR TUTTLE ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $2,914 will allow Tuttle Elementary students to visit Mote Marine Laboratory to collect and analyze data about dolphins and the Gulf of Mexico as part of a multi-disciplinary unit on habitats and dolphins.

FIELD TRIPS

24. APPROVAL OF THE FIELD TRIP FOR NORTH PORT NAVAL JUNIOR RESERVE OFFICER TRAINING CORPS TO ATTEND THE NATIONAL BRAIN BRAWL FINALS AT CENTENNIAL HIGH SCHOOL IN LAS VEGAS, NEVADA ON JANUARY 29, 2015 THROUGH FEBRUARY 1, 2015
Description
Cadets will compete in the National Naval Junior Reserve Officer's Training Corp.'s (NJROTC) Brain Brawl hosted by Centennial High School near Las Vegas, Nevada.  The program is designed to break out the best in the National NJROTC system.

Recommendation
That North Port High NJROTC field trip on January 29, 2015 through February 1, 2015 to the Brain Brawl hosted by Centennial High Schools in Las Vegas, Nevada be approved as presented.

EXPULSIONS

25. APPROVAL OF EXPULSION CASE NO. 15-079
Description
The student listed in Expulsion Case No. 15-079, is in violation of an accepted settlement agreement for Alternative School Placement. On October 1, 2014 the student violated School Board Policy 5.32 Possession of Drugs-Marijuana. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 2, 2015.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 15-079, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 2, 2015.

Description

Description
School Board Policy 5.34(4) permits the School Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program. This student is being placed in an Alternative School.

Description

CONSTRUCTION

33. APPROVAL OF CONSTRUCTION MANAGER'S CONTRACT FOR CONSTRUCTION FOR THE PINE VIEW SCHOOL HVAC AND INTERIOR RENOVATION PROJECT
Description

Under the terms of the 9/2/2014 (Item #44) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and two (2) members of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with Gilbane Building Company for the Pine View School HVAC and Interior Renovation project.  This contract was negotiated on 10/29/2014.  The 9/2/2014 agreement included pre-construction and bidding services only.

This contract for Construction allows for the mobilization for the construction of the project.  The scope for this contract includes mobilization on the site, review of existing site conditions, procurement of long lead HVAC equipment and the installation of the seven (7) needed "swing space" portables to accommodate the classrooms that will be under renovation during the course of the project.  Due to multiple year fiscal funding for this project, the remaining portions of the contract will be issued as change orders when the funds are available.

The Guaranteed Maximum Price (GMP) of this contract is $1,021,303.00.  This contract is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget account.

That the contract for construction for the Pine View School HVAC and Interior Renovation project be approved as presented.

FINANCE

34. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING SEPTEMBER 30, 2014
Description
The Superintendent's Financial Statements for the month ending September 30, 2014 does not reflect any unexpected trends for the first quarter of the 2014-2015 fiscal year.  The negative trend in the General Fund will continue until approximately November when property taxes are received.  Expenditures are anticipated to exceed revenues at year end in the General Fund because of the use of unassigned fund balance included in the adopted budget.

That the Board approves the Superintendent's Financial Statements for the month ending September 30, 2014 as presented.

Minutes: 

Attorney Art Hardy gave background information regarding the School Board receiving  tax assessments in connection with cell towers located on two of our campuses, which he does not feel is appropriate. Mr. Hardy asked for a motion for authority to file a lawsuit if necessary.

Recommendation:
That the School Board authorize the Superintendent and Counsel to take all appropriate actions to contest the ad valorem tax assessment levied against the School Board in connection with cell towers located on the campuses of Suncoast Technical College and Venice High School, including paying the taxes under protest and filing a lawsuit.

Shirley Brown announced that the Great American Smoke Out will be on November 20, 2014 and encouraged all smokers to participate.

Jane Goodwin announced that this Monday SCTI will be have a marketing event announcing their new name and logo - Suncoast Technical College - at the Conference Center on the corner of Proctor and Beneva Roads.  She also encouraged the public to attend the many theater performances by our middle and high schools.  The Venice Symphony will also be performing in the new Venice Performing Arts Center on Friday, November 21, 2014.
